That would be Contessa Valentina Allegra de Fontaine. (You know, Julia Louis-Dreyfus as Elaine Benes in Seinfeld.) Her character only has a few short scenes in The Falcon and Winter Soldier. Val, as she advises people not to call her, is a secretive and powerful person out to recruit the services of enhanced people.

Val is first introduced in F&WS after the new Captain America (John Walker) is stripped of his position. John and his wife sit in an empty hallway when Val walks in. She’s rather cryptic and tells John he should answer his phone if she calls. She gives him her business card—it’s solid black on one side, solid white on the other, no numbers or letters. (Basically it says, “I call you. You don’t call me.”)

Role in the comics
Val’s role in the comics is varied. In some incarnations, she’s referred to as Madame Hydra and in others she’s Nick Fury’s romantic partner. Her exact role in the MCU is yet to be defined. Good? Bad? A little bit of both?

This is a great app. I wish more people would support it
This app provides info about movies, reviews, ratings from people who have seen it before and after viewing. It has links to info about the movies. It let's you know when there will be a lull in the action and how long it will last. If you want to know what happens during that time, you can check the brief synopsis (you have to click a link, so no accidental spoilers). It has a timer you can set (silent) to alert you to a break. It also tells you whether there is anything extra during or after the credits. It's really a wonderful app. I've subscribed for a couple of years to support the developers, but I noticed some of the links to provide feedback didn't seem to work today. They also made it free, with voluntary donations to see the pee-times. If you haven't tried it, I encourage you to do so, and subscribe if you like it. I really hope the app is supported so it can continue to be maintained!

No doubt. I’ll bet lots of people who haven’t watched Falcon and Winter Soldier were thinking, “What the, what?” 🙂
I really enjoyed The Falcon & The Winter Soldier. I guessed that the Val role is meant to be the opposite of Nick Fury: making her own Avengers team, but with characters who aren’t intended to be heroes. Maybe a team of anti-heroes at best. It’s nice to have some new MCU questions to ponder.
